I am writing to ask for your support for retaining Sec. 30303 of H.R.4521 – America COMPETES Act of 2022 in the final conferenced package. Sec. 30303 will allow certain Hong Kongers to come to the United States where they can live, work, and contribute to the success of American society. Your support as a conferee is integral to help Hong Kongers in dire need of a safe haven as the Chinese Communist Party continues its relentless crackdown on Hong Kong.Many Hong Kongers are facing political persecution for exercising their freedoms of speech, assembly, and association. Just recently, a girl was arrested for merely displaying a plain white piece of paper; a Catholic Cardinal was arrested under the so-called “national security law” (NSL) for being a trustee of a legal defense fund for protesters. To date, more than 10,500 protesters and political opposition leaders have been arrested and more than 3,000 prosecuted. In late April 2021, Hong Kong reached the grim milestone of over 1,000 political prisoners since June 9, 2019, and the number continues to climb. This human rights crisis has been drastically intensified by the CCP’s imposition of the NSL on Hong Kong. The NSL’s “fundamental incompatibility” with international law has been highlighted by UN human rights experts. NSL defendants are held in long-term pre-trial detention and tried by politically-appointed judges without a jury; many face life imprisonment.
I applaud Congress for its unfailing and longstanding support for Hong Kong in recent years. The bill represents an important step to boost U.S. competitiveness with China, a country whose aggression we Hongkongers have experienced first-hand over the past three years. The bipartisan, bicameral bills reflect a consensus to combat China’s authoritarianism. Hongkongers worldwide, especially those in the U.S., wholeheartedly join in support of these efforts. I respectfully urge the adoption of the provisions in Sec. 30303 of H.R.4521.Freedom-loving Hongkongers will always support the U.S. in its efforts to counter the Chinese Communist Party. Thank you for your efforts.
